I am interested in this thread as I am presently dealing with a similar infestation... I have tried keeping soil dry and applied diatomaceous earth. Also hjung a few fly paper strips all help.
A big problem was trying to keep top of soil dry, while still watering plants. I' ve come up with two methods. First I've inserted a plastic tube ( about 1 1/2 inches in diameter) about an inch deep into the soil. I've watered through the tube and put a cap on top of the tube to keep the diatomaceous earth from getting wet. Anpother method was to "bottom water", by putting the whole pot into a basin with about six inches of water in it so the bottom of the plant is soaked and water rises through the soil by capillary action.
These methods have severly reduced but not completely eliminated the problem, however the vinegar and water trick also sounds promising and i will try that too.
