Root bound, well that explains a lot! Great work getting those plants this far, and with continuous care you will bring about some healthy buds rodge 420. The stunted upper growth seems to be a result of the plants having no more room for balancing roots.
It is very easy to over-fertilize when a plant has reached the end of its root space. Your choice of soils I hope is no longer Miracle Grow; even the kind with 'no fertilizers' because --FOR REAL-- it's junk food for marijuana. You have taken great care in choosing genetics (and they're not cheap) so why not invest the same care in your soil? If you don't have any organic soil get some, and stop using the MG completely. Put it on the ground outside and forget about it. Your transplants will only help your plants grow healthy, lush foliage if the soil is habitable.
I'm thinking that you will see another week or two with little new growth on those transplanted babies, but that is just a holding pattern while the roots adapt to the new environment your 1-gallon pots are providing. That MH bulb will provide your plants with such a greater spectrum than the fluorescents did, and you may need to transplant before you think...including the smaller plants you have vegging.
At second glance I see a LOT of stem at the base of these plants. Are you plucking off leaves and/or branch nodes?

I'm going out on a limb here, cause I still consider myself a newbie.... but I think your plants are still nute locked...The majority of your roots are still residing in a MG time released fertilized soil. I would get them all in larger pots & flush properly with straight ph balanced water one more time. Lay off any more nutes for an additional watering- & then only apply a half dose if you see them perk up. I walked down this road some time ago & have recently experienced something similar because I did not pre-soak my pro mix before dropping the clones in. They'll lock up quicker n' a homeboy's but on his first day in the joint. I'm willing to bet those lower leaves are falling off after shriveling up to nothing cause of the nute lock caused by the MG soil... Hope everything works out well for ya Rodge.... 6.8 to 6.9 is not a good PH I do between 5.7 and 6.2 I see that problem sometime when you pour water with nutes in it and it pours on the leaves and it burns. Mind ya I use 1000watts.

when your vegging you should be having your ph around 6.2-6.5. When your flowering you'd have it from 6.5-6.8 and also when in dought flush it !!!

hey rodge I wouldnt worry to much about the lower leaves the transplant should perk them right up just make sure that the new growth at the top doesnt show any problems that is a bad sign my plants had a big ph problem I waited for maturity and transplanted outside now i'm waiting for a harvest Just keep flushing and easy on the chems remember u are feeding it organics One or the other time to choose LOL GOOD LUCK
