When the little tap root pops out of the nut, your seed has sprouted. Take care of the plant in this stage, because it is the most vulnerable to death and injury in the first few weeks.

Yes they have sprouted, if the seed casing is still not off the seedling, you can gently remove it. Some do not fall off, and may prevent the seedling from growing. It sould come off quite easily, but be careful so you don't damage the seedling.
