This piece was great. One of the system's biggest fuck-ups is federal funding to local law enforcement is determined by the number of drug busts. So for a police dept to get the fed funding a quota had to be met regardless of the measures necessary. Bottom line: Prohibition = Profit Illegal = Lucrative Be Cool, CG
