Is it totally necessary to treat the soil with it? Is the Lime alkaline or acidic? And what is the soil to lime ratio?

Added lime to the soil indoor or outdoor is totally necessary, especially outdoor because you cant constently give a proper PH balanced water to your plants (due to rain). so adding lime is very important so the plant can suck in the nutrients properly. Depending on the amount of soil you are using, i would jsut add a handful to the soil, worked fine for me, make sure its well mix around. THere are however good bag soils that i specifically use for outdoor called pro mix. It has added lime to the soil for easy use, that works great for me too.
