I'll be honest in the current climate of Cannabis,Hong Kong and Japan have a more better chance to Legalize Cannabis

I'll say why Hong Kong has a better chance is because some of the judiciary which includes some of the judges that were in service when Thatcher and Blair were in charge of the UK,the thing is some of the judiciary in Hong Kong have decided to rename the Drug War to the War on Cannabis when I heard on RTHK radio last December

    In terms of Japan

I would say they are in a better position but I also hear their Cannabis Ban was also quite recent too in 1948.When I was in Japan,I have heard of cases where Kidney Failure sufferers have chosen to use Cannabis rather than Dialysis due to Dialysis taking a toll on their bodies. But also in terms of law in Japan once the Cannabis Grower is caught by the Japanese Police, the clients must follow too:

A word of warning about Asia, the following countries have Death Penalties on Cannabis

    China

    Indonesia

    Malaysia

    My opinion

I have problems with the region that I was brought up in where they see a need to execute Cannabis users or they see a need to jail the grower and users in one go,I seriously hope Hong Kong and Japan take the initiative on legalizing Cannabis
